If a rusher leaves early before the snap and is interfered with while going for the QB is that offsetting penalties?

Answer from our RIC:
Once the rusher leaves early they are no longer allowed to rush without being offside therefore they would be considered an illegal rush. Therefore lose the right to a direct path and any rusher interference calls. So you would wait to see if the early rusher does cross the line of scrimmage and if they do throw offside and apply that penalty accordingly.
You can always throw the interfence flag but would have to pick it up
